Subject: iREQUALIFICATION PROGRAM EVALUATION, LIMERICK GENERATING STATION
(Combined Inspection' Report 50-352/91-01 (OL)~ and 50-353/91-01 (OL)
During the period from January 15 to 25,1991, the NRC conducted a requalifi-
cation program evaluation- at Limerick Generating Station Units 1 and 2.
The
-
evaluation was conducted in accordance with NUREG-1021. " Operator Licensing
-Examiner. Standards,".Rev. 6. Section ES-601, " Administration of NRC Requali-
tfication Program' Evaluations." The evaluation had two purposes:
(1) to
evaluate individual licensed operator competency; and (2) to evaluate the
effectiveness of the licensed operators = training program. At the conclusion
- of the evaluation, findings related to.the preparation and administration of
the> requalification examination were discussed with those members of your staff
identified in the enclosed report.

?As.a result.of:last year's requalification program evaluation, the program was-

declared unsatisfactory. Actions were taken to correct the weaknesses iden-
l
tified:in;1ast yearfs-program. While the examination success rate was substan-
.j
tially improved over last year, individual exam' weaknesses were noted. These-
are being reviewed by the NRC staff to assess their relation-to your programm-

atic corrective actions. - Because of-this,-- the NRC decided to observe the:
facility giving_ examinations during the remainder of the 6 week examination.

cycle'and_to administer an NRC examination to-any failures. At the exit
meeting'on January 30,.1991, your staff _ agreed to perform a self-evaluation.and
- meet with us to discuss the results of this self-evaluation.
Based u'pon a~telecon of February 27, 1991, you agreed to meet with us on
iApril-11, 1991,:at 2:00-p.mi'in our office in King of Prussia, Pennsylvania.-
