EXAMINATIONREPORT,RIVERBENDSTATION(RBS)

On January 14-16, 1991, NRC administered examinations to four employees of your company who had applied for reactor operator and senior reactor operator licenses to operate the River Bend Station facility. Two of the four applicants passed all parts:of:these examinations and have been issued the appropriate license. Two reactor operator applicants failed the written examination only.

Perfomance on the written exanination was below the historical average for River Bend Station. The average score for the reactor operator examination was 74.5 percent. You are encouraged to evaluate the examination results for specific training deficiencies.

The.NRC is concerned that these examination results are further symptoms of

'significant deficiencies in the training department.

NRC Inspection-Report 50-498/90-20, August 22, 1990,_ identified deficiencies in the training department which were reducing training effectiveness. A possible operational consecuente was identified in NRC Inspection Report 50-498/90-34, February 1, 1991. An excessive heatup rate, during a plant startup, occurred as a result of

~ operator error. Operational knowledge, procedures, and comunications were

-indicated _as' contributing to the error.

This and the performance on the bxamination are consistent symptoms of training program weakness. Therefore, you are. urged.to assess the effectiveness of the acticns being taken to correct identified tratr.ing' deficiencies.

No formal response to this-report is required. However, we will continue to monitor your efforts to correct

. deficiencies in the training department.

In accordance with 10 CFR 2.790 of the Comissions Regulations, a copy of this letter and the enclosure will be placed in,the NRC Public Document Room.
