ANNUAL REPORT No. 32 The General ' Electric Company has maintained the General Electric Test Reactor (CETR) in a deactivated status under the authority of Amendment No. 14 to License TR-1, Docket 50 70, issued February 5,1986.. This annual report summarizes the-status of the facility for the period January 1,1990, to December 31, 1990, as required by Technical Specification 6.6.1 to License TR-1, 1

SUMMARY

The' facility remains in essentially the same condition described in Annual Report No. 31.

Entry into the reactor building was made for routine

- radiation-surveys and a general check of conditions throughout the building.

Maintenance

-There-were no major preventive or corrective maintenance activities havina safety significance performed-during 1990.

B.

Chances There was one change authorized by the Facility Manager pursuant to 10CFR50.59(a) and completed in 1990.

GETR Tank Farm Cover Descriotion:

This-changed involved decontamination activities at the--

GETR Tank Farm to stabilize.the contam?. nation status and the addition of covers over tank risers and sumps to prevent water intrusion.

Safety Analysis: The work'was accomplished using standard VNC contamination and exposure control. methods.

The work will result in the stabilization of _ the area and prevent the movement of contamination by rain water incursions.

RADIATION LEVELS AND SAMPLE RESULTS AT ON-AND OFF-SITE MONITORING STATIONS l

The data below are from sample and dosimeter results accumulated during 1990.

Except for the CETR stuck data, these data are for the entire VNC site and include the effects of operations other than the CETR, I

A.

GETR Stack I

Tr;al airborne releases (stack emissions) for 1990 are as follows.

l Alpha Particulate, < 0.154 pC1 (predominantly radon-thoron daughter products)

Beta-Gamma Particulate, < 1.96 pCi B.

Mr Monitors (Yearly average of all meteorological stations.)

Four environmental air monitoring stations are positioned approximately

90. degrees apart around the operating facilities of the site.

Each station is equipped with a membrane filter which is change / weekly and analyzed for gross alpha and gross beta gamma.

Alpha Concentration:

Maximum

< 6.4 x 10'l pCi/cc (predominantly tadon-thoron A'erage.

< 3.6 x 10'1 pC1/cc v

Beta Concentration:

Maximum

< 8.6 x 10 4 pCi/cc Average

< 2.59 x 10 pCi/cc C.

Gamma Radiation TLD dosimeter readings for the year 1990 at the site perimotor were

-CONCLUSION The conditions at the GETR reflect a year of safe shutdown conditions.
