The NRC-Systematic Assessment of Licensee Performance (SALP) has been completed

,for your Farley facility.

The facility was evaluated for the period August 1,-

1989 - through December 31, 1990.

The-results of the evaluation are documented

-in-the enclosed Initial SALP Report. This report will be discussed with you at

a public meeting-to be_ held at the Farley facility.on March 26, 1991 at.1:00 p.m.

For this assessment; period, the Farley Station sustained superior performance

in ~the functional areas of Plant Operations, Radiological Controls,

. Maintenance / Surveillance,. and

Safety Assessment / Quality Verification.

Although -I note a lower rating in the- functional -area of- Security, I

acknowledge the substantive financial investment made to upgrade the security _

-

systems,' and' the difficult task of converting to new systems.

Management

' attention-to this improved system has been observed and should continue.

Your programst for self-assessment are noteworthy.

The self-initiated Safety

System Assessments, improved reliability of components, 'and addition of

, instrumentation ~ for detection of fue1~ failures demonstrates your attiturie

toward nuclear. safety.-

'The SALP11s primarily positive in its findings _ but as- is. always the case,

there~ are some areas -that could benefit from increased management oversight.

These:are identified in.the body of the SALP report.

Any comments you: have concerning our evaluation of the performance of your.

Farley facility _ should be submitted to-this office .within 30 days following

theldate of our meeting. _ These comments will be considered in the development
