NRC INSPECTION REPORT NOS. 50-3?l/90-24 AND 50-366/90 24
This refers to the special team assessment conducted by Dr. W. B. Gloersen and
others, of this office on December 10-14, 1990 and January 24, 1991.
The
inspection included a review of activities authorized for your Hatch f acility.
At the conclusion of the inspection, the findings were discussed with those
members of your staff identified in the report.
The assessment was conducted to evaluate the effectiveness of licensee actions
to keep radiation doses at Plant Hatch as los as reasonably achievable (ALARA).
The historically high collective radiation dose incurred at Plant Hatch
prompted this assessment.
The team used selective examinations of procedures
and represcritative records, interviews with personnel, and observations cf
cctivities in progress to perform the evaluation.
Within the scope of the inspection, no violations or deviations were
identified. A number of notable strengths were identified in your program to
control worker's doses and are discussed in detail in the enclosed report.
In
addition, several areas for improvement were identified dur'ag the assessment
that in our opinion may have reduced the effectiveness of your program to keep
radiation exposures ALARA, and thus merit your attention.
The improvement
items are also discussed in the enclosed report.
The inspection revealed that some of your corrective actions on your 1988 audit
findings concerning the ALARA program were incomplete of ineffective.
Four of
six of these findings were identified during this NRC inspection as areas
needing improvement.
We are concerned with your delays in taking timely,
effective action to correct the 1988 audit findings and believe that this
should receive further management attention.
In accordance with 10 CFR 2.790(a), a copy of this letter and its enclosure
will be placed in the NRC Public Document Room.
