Dear Mr. Wood:
As you are
- aware, on July 25, 1990 Cintichem, Inc.,
a subsidiary of Hoffmann-La Roche Inc.,
filed its Financial Assurance Plan pursuant to 10 C.F.R.
Sections 50.33 and 70.25 with' respect to the above captioned NRC licenses.
At that time, the decommissioning cost estimate was based on the best cost estimate of
$6,000,000, a.'
set forth in Cintichem's Reactor Operator License No. R-81.
On April 4,
- 1990, Cintichem announced its decision to
-decommission the five (5) Megawatt nuclear research reactor and radiochemical processing laboratory located at its facility in Tuxedo, New York.
It is anticipated that Cintichem will file its Decommissioning Plan i

-estimated cost associated with the decommiss!oning program of
$20,482,000, in 1990 dollars, excluding contingencies, which revises and amends the earlier estimate which was the basis for Cintichem's July 25, 1990 filing.
- Enclosed, as Exhibit 1,
is a
copy of Section 2.4 of the Decommissioning plan which sets forth the current estimated cost for the dectmmissioning program.
This program combines the decommissioning of the research reactor (Part 50 license) and radiochemical pr7 cessing laboratory (Part 70 license) and the associated costs.
Also enclosed,- as Exhibit 2,
is a Parent Company Guarantee financial assurance mechanism, pursuant to 10 C.F.R.
Sections 50.75(e)(2)(iii) and 70.25(f)(2), provided by Hoffmann-La Roche Inc. ("HLR"), as Cintichem's parent company.
Included with the Parent Company Guarantee financial assurance mechanism is an Application and Supporting Affidavit requesting that the proprietary and confidential financial information of HLR contained in the financial assurance mechanism be withheld and exempted from public disclosure.
Should the - application for withholding and exemption ' be denied, we would request 'the opportunity to withdraw the provision of financial assurance by way of a Parent Company Guarantee prior to its filing in the NRC Public Document Room.
- The enclosed Exhibit 3 is s set of the parent Company Guarantee
' financial assurance mecha-ism documents with the proprietary
' and. confidential financial information of HLR. deleted and an appropriate footnote added in its place.
This version will appear in the Decommissioning Plan when it is file by Cintichem-with the NRC.
We look forward to your earliest advices as to the acceptance of the Parent-Company Guarantee - financial assurance mechanism and the approval of the-application ~for withholding and-
. exemption from public disclosure of the proprietary-and confidential _ financial.. information of HLR.
In the interim, we willL maintain - the-previously-filed Letter of Credit financial assuranceimechanism in the amount of $6,000,000.
