Dear Mr. Green':
I appreciate-the rational approach taken in your editorial, "Using Landfills as N-Dumps" (July 6) which discusses the Nucicar Regulatory Concission's recently-announced policy statement on icvels of radioactive material censidered to be below regulatory concern.
You state that the NRC " appears to be on firm ground' and you correctly point out that what we are oealing with in this polic/ statement is very low levels of radioactive. caterial with no threat to public health and safety.
Let me explain what we are seeking to accos.plish.
For many years there have been very low levels of radioactive r,aterial discharged to the environment in a safe maniser. Consumer products such as smoke d0tectors hith tiny amounts of.
radioactive s.aterial have saved countless lives.
It is premature to assune that additional low-level waste will be extirpted, but if that occurs 1 assure i
you it will-be subjected to rigid regulatory controls.
Our policy' statement provides a consistent.guiceline for consideration of future exemptions by the NRC.
It_ sets levels of r6dioactivity khich, at most, would inyche the exposure of some persons to roughly equivalent the amount of
-radiation dose they receive f rom two-roundtrip airline flights from coast to coast.
Most important, this policy will er.able us to regulate the cleanup and decorsnissioning'of nuclear facilities to levels that assure that the public-will bc protected. Safety is our responsibility, and it is a matter that we take most seriously.
