EXEMPTION LIMITATIONS 1)

The exemption shall be limited to shipments of Westinghouse-designed,15x15 B&W-type, test fuel assemblies.

2)

The shipments shall be limited to transport be' ween the Westinghouse Columbia Fuel Fabrication Facility and General Public Utilities TMI-l Reactor.

3)

The shipments shall be limited to the period from hly 1,1991 to December 31,1991.

SAFETY ANALYSIS l

As shown in the attached table, the assemblies to be shipped (B&W) are identical to the Westinghouse 15 X 15 standard (W STD) and/or optimized (W-OFA) fuel assembly designs currently licensed for shipment it, the USA /5450/AF Model RCC shipping containers -- with the following exceptions:

1)

Instrument Tube Diameter: 0.0030 inch increase.

2)

Instrument Tube Thickness: 0.028 inch increase.

3)

Number of Fuel Rods: Four (4) per assembly increase.

4)

Fuel Stack Length: 2.2 inch per rod decrease.

5)

Nominal Assembly Cross-Section: 0.075 inch increase.

6)

Lattice Pitch: 0.0050 inch increase.

7)

Assembly K.: 0.0033 decrease.

The signi0cance of these exceptions, from a safety perspective, are:

1)

None, since the instrumes tube is sniall in terms of volume displacement and the material is a weak neticen absorber.

2)

None, since the instrument tube is smaT1in terms of volume displacement and the material is a weak neutrca absorber.

3)

None, since the assembly is alreajy significantly under moderated.

4)

None, since assemblies are modeled afinite in length, 5)

None, since the increase is only slight.

6)

None, since the increase is only slight.

7)

Decrease reactivity, however, the reactivity change is within the uncertainty of KENO.

Assembly reactivities were determined by the KENO Va criticality code. The assemblies were modeled infinite in lenc,th, fully moderated, and reflected by six (6) inches of water, Since the AK. between the Westinghouse and B&W assembly designs, with all uncertainty and bias at a 95/95 confidence level, is no greater than 0.0033, it is concluded that the reactivity of the RCC fuel assembly shipping container, with the Westinghouse designed 15 X 15 B&W fuel assemblics under Hypothetical Accident Conditions (HAC), will remain within the envelope of existing license safety controls.
