PROPOSED IMPOSITION OF civil PENALTY - $2'5,000 This is to inform the Coninission that a Notice of Violation and Proposed imposition of Civil Penalty in the amount of $25,000 will be issued on or about February 28, 1991 to Wolf Creek Nuclear Operating Corporation.
This action is based on the licensee's failure to ensure the operability of the safety injec-tion pumps due to the freezing of the coninon recirculation line to the refueling water storage tank.
The base civil penalty was partially mitigated based on the licensee's reporting of the event and on it's corrective action.
it should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:
Mailing of Notice February 28, 1991 Telephone Notification of Licensee February 28, 1991 The State of Kansas will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
