copies of the above-subject proposed rules. The U.S. Nuclear Regulatory Countssion is proposing to revise its generic determinations on the i

timing of availability of a geologic repository for comercial high-level L

4 radioactive waste and spent fuel and the envinnmental impacts of storage of spent fuel at reactor sites af ter the expiration of reactor operating licenses.

These' proposed revisions reflect proposed findings the Comnission reached in a five-year update and supplement to its 1984 " Waste Confidence" rulemakingproceeding(enclosed). The Comissicn now finds that spent fuel generated in any reactor can be stored safely end without significant environmental impacts-in reactor facility storage pools or independent spent fuel storage instaliations located at reactor or away-from-reactor sites for at least 30 years beyond the licensed life for operation (which may include the tenn of a revised license).

Further, the Comission believes there is reasonable assurance that at 4

least one mined geologic repository will be available within the first R

quarter of the twenty-first century, and sufficient repository capacity I

will be Lvailable within 30 years beyond the licensed life for operation J

of any reactor to dispose of the comercial high-level waste and spent 3

E fuel originatirig in such reactors and generated up to that time.
