I am writing to invite the State of Wisconsin's continued participation in the Nuclear Regulatory Comission's (NRC's) State Liaison Officer program.- It is my understanding that Leroy E. Conner, the most recent State Liaison Officer and the former Acting Administrator, Wisconsin Division of Emergency Government, Dephrtment of Military Affairs, has
]
vacated his position.
I hope you share the Commission's belief in the value of this program and will advise us of your new appointment at an early date, in 1976, the NRC adopted a recomendation of State organizations, including the National Governors' Association, that we request each State to appoint a single person to act as liaison to NRC to improve Federal / State cooperation. The NRC looks to the Governor-appointed State 3,
Liaison Officers to provide a comunication channel between the States and fj the NRC; to be the key person in the State to keep the Governor completely
$K informed on regulatory, radiological, and public health and safety matters;
- O to keep other officials within the State informed about public health and
'Y safety matters as appropriate to their interests and responsibilities; and to provide NRC with answers to questions posed to the States on particular issues.

The individual you select to perform this function can be someone from your staff who can comunicate effectively with other State agencies on nuclear issues. We will keep you informed of our programs and activities 3
through this individual.
At the same time, we will maintain our ties to those State agencies with whom we have established relationships on i
specific issues.
