SUMMARY

- PWR COUNTERPARTS MEETING, FEBRUARY 5,1991 On February 5,1991, NRC PDlII.2 staff met with their Commonwealth Edison Company (CECO) counterparts from the three PWR facilities to discuss generic licensing issues and plant specific concerns. A copy of the agenda and the list of attendees are attached.

The discussions took place according to the agenda. The key points and resolutions are summarized as follows:

NRC staff explained the SALP process with em)hasis on the Safety Assessment / Quality Verification section whici is evolving into a utility performance trend indicator. Mr. Kovach indicated that Ceco will involve NRC PMs in their mockup SALP midway through the SALP period.

Ceco suggested more frequent comunications between the counterparts to keep them better informed of the NRC's view of their licensing submittals. NRC staff agreed and is starting a pilot project on Byron so that the NRR assessments will be forwarded to the SRIs for their inclusion in the quarterly inspection reports.

Mr. Taylor said that he plans to infonn each PM on Ceco's responses to generic issues twice during each SALP period.

Ms. Moore instructed the Ceco personnel on the requirements for Oath and Affirmation on licensing actions.

Each NRC PM met with their counterpart and discussed priorities, schedules, and technical issues on the existing and 1991 planned licensing submittals.
