STAFF VIEWS ON CERTAld MEDIA IS.(UES AT SEAER00K - FOR CHAIRMAN'S VISIT TO SITE Enclosed are the staff's views on four media issues which were raised by K. Abrahem in the Region I Puolic Affairs Office. Also enclosed are some recent media artirfes.
NU Takeover of PSNH The licensee has proposed two license arnendments, ownership transfer and plant management transfer, that would enable Northeast Utilities to take over the plant from PSNH.
Th: staff sent public notices for both amendments to the Federal Register on 2/21/90.
The Directcr of NPR will rnake a finding concerning antitrust considerations in late spring.
FERC AND SEC and several state organizetions are also reviewing these issues.
The staff expects to issue both license amendments in early sumer after completing its review.
There is an ongoing 01 investication of llU manageme t related to harassment /
intimidation allegations at Millstone, but it is uncicar if this issue reaches as far as the Seabrook management interface with NU.
The Vermont Electric Co-op, a 0.5% owner of Seabrook, announced in February, 1991 that it will sell its share of the plant to NU.
On 3/1/91 the staff was informed that Eastern Utilities Associates, the third largest co-owner of Seabrook, had recently filed for Chapter 11 bankruptcy protection. Eastern owns 1/8 of Seabrook.
The two largest owners are PStiH (35.5%) and United Illuminating Co. (17.5%).
Any impact on the NU takeover is unclear at this time.
The licensee's status sumary of the various review organization activities is enclosed.
Revival of Seabrook 2 In responding to news media inquiries last December on the status of Seabrook Station Unit 2, a New Hampshire Yankee spokesman and spokesmen for two of Seabrook Station's largest Joint Owners reiterated that the current group of C0flTACT:

The recent installation o' a permanent fence betwcen Unit I and Unit ? is believed to be responsible for some of the p0blic concern that Unit 2 reconstruction might have resumed. The Unit 2 Cp has expired.

Bill in State Senate for More Extensive Monitoring The NRC requires the licensee to monitor all radior.ctive discharget, from the plant. The NRC also has a confirmatory radiological measurements program to verify accuracy of licentee maasurements. Thermoluminescentdosimeters(TLDs) are placed around the plant to monitor radioactivity.
Although the TLDs do not directly monitor alpha and beta radiation, they monitor gamma, which is by for the dominant radiation in any plant release.

The instruments activate an alarm in the control room. An alarm requires operator action to stop the leakage.
Steam generator blowdown water is filtered, monitored, passed through d6mireralizer cleaners, and recycled for use within the plant.
Blowdown water has a very low radiation level and almost all of it is recycled for use within the plant.
Hnwever, even if a large leak were to occur, many radioactive atoms would decay prior to being released at the end of the 3 mile long discharge tunnel.
The remainder would be diluted, first in the discharge tunnel, then by the ocean, many millions of times to such a low level that it would not be harmful, nor could it be detected on the Hampton beacbes with the best available instruments.
