Richard Donovan Acting Assistant Inspector General for Audits SUMECT OFFICE OF THE INSPECTOR GENERAL'S REPORT ON REVIEW OF NRC'S EMERGENCY PIANNING REGULATIONS AND IMPLEMENTING GUIDANCE Attached is the Office of the Inspector General's (OIG) report on our review of NRC's emergency planning regulations and implementing guidance.
The report notes several areas in which we believe NRC's regulations and guidance need to be changed and clarified.
In particular, we believe the objective of energency planning needs to be clearly understood by the public, and that NRC and the Federal Emergency Management Agency (FEMA) need a clear understanding of their respective responsibilities for offsite emergency planning.
The report makes eight recommendations to improve NRC's regulations and guidance and to further define the relationship of NRC and FEMA for offsite emergency planning.
On January 4, 1991, the Deputy Executive Director for Nuclear Reactor Regulation, Regional operations and Research responded to our draft report.
The Deputy Executive Director disagreed with recommendation 1 and agreed with recommendations 2 through 8.
However, we believe the reply to recommendation 2 is not responsive to the intent of that recommendation.
Therefore, we have provided our own comments to the responses to recommendations 1 and 2.
We accept the responses to the remaining recommendations as stated.
