which includes barbiturates, benzodiazepines, mothequalone, propoxyphene, and methadone.

Effvetiveneer Evaluation The r4 clear Security Departrent conducted an internal review of the Fit.ss for Duty (FFD) progr am September 17 through October 12, 1990, to verify program complianco with Title 10, Code of Federal Regulations, part 16 (10 CFR 26).

No programmatic weaknesses were noted.

One nonconformance wes identified in which an employee required by position to report to the Emergency Operations Facility (EOF) was excluded f rom the random screening population. The emergency preparedness procedures i

have been revised to require that new EOF responders are badged for unescorted access. This requirement assures their inclusion in the random screening pool.

In September 1990, the FFD program staff hosted a management review of the program's first nine months of operation. The review was attended by key Trojan Plant and pCE Human Resources managers as well as other pCE and contract personnel stuociated with the FFD program.

The primary purpose of the review wet to gather feedback regarding FFD program effectiveness, inspection of the program by the Nuclear Regulatory Commission (NRC)

November 13-16, 1990, found the program to be effectively

.plemented. Several program strengths were noted and no violations were assued. Three areas requiring improvement were identified (1) the degree of emphasis placed on ongoing procedure review. (2) the percentage of personnel randomly screened during backshifts and weekends, and (3) the use of liquid crystal temperature strips affixed to specimen collection cups.

Corrective actions initiated to address these concerns have beent (1) to list the FFD Coordinator as an additional individual responsible to participate in required annuni procedure reviews related to the FFD program.

In addition, the FFD Coordinator maintains an intradepartmental tracking sheet for FFD procedure change monitoring, (2) identification of enhancements to be made to the FFD computer system to improve the ability to monitor and trend back shift random testing.

(These enhancements include the following new data fields:

time of testing, time of notification, shift worked, day and holiday codes), and (3) corrective actions related to the use of liquid crystal temperature strips affixed to specimen collection cups are complete.

The FFD collection center began using specimen cups without attached temperature strips on December 31, 1990.

1 Events Reportedt Since July 1. 1990. PGE has had one KRC reportable event related to laboratory perf ormance.

On August 14, 1990. PGE's contract laboratory incorrectly reported a phencyclidine (PCP) specimen as negative.

The cause of the occurrence was determir.ed to be laboratory administrative error. $ pea

'.cally, an aliquot was inadvectently taken for purposes of confirmatory screening from a specimen who's accessien number was almost identical to the specimen requiring confirmation. PGE conducted an on-site investigation of laboratory practices following the event.

Laboratory corrective actions have been completed.

The FFD Blind Performance Program is monitored by & monthly blind perf ormance report developed by PCE's FFD staff.

Statistical Dummary During the report period. PGE's FFD program conducted 336 pre-access drug / alcohol tests, two ressenable suspicion drug /alcohc1 tests, and 23 f ollow-up drug / alcohol tests.

PGE's overall positive ra^e for the random screening program during the reporting period is 0.39 percent (0.50 percent for PGE employees and 0.00 percent for contractor personnel).

The overall positive rate for the pre-access screening program is 0.90 percent during the reporting period.

The positive rate for all testing conducted during the periou July through December 1990 is 0.62 percent.

PGE's average Plant population during the period July through December 1990 was 1.371 personnel. The total number of random tests conducted during the period was 765. At the end of the reporting period.

PGE had randomly screened 56 percent of the average Plant population granted unescorted access.

Annual FFD program statistics are depicted on attached graphs.

The average number of personnel granted unescorted access to Trojan in 1990 was 1.579 personnel. A total of 1.731 random tests were conducted during the year.

At the end of 1990. PGI had randomly screened 120 percent of its average Plant population.
