Box 756 Port Gibson, MS 39150 Gentlemen: SUBJECT: ELECTRICAL DISTRIBUTION SYSTEM FUNCTIONAL INSPECTION AT GRAND GULF UNIT 1; REPORT NUMBER 50-416/90-24 We are forwarding the report of the electrical distribution system functional ~ inspection (EDSFI) conducted by the RII staff during November 13-16, November 26-30, and December 10-14, 1990. The exit meeting was held December 14, 1990 during which the findings of this inspection were discussed with you and members of your staff. The areas examined during the inspection are discussed in the enclosed copy of our inspection report. The inspection team assessed the design, implementation and technical support of the electrical distribution system (EDS), The 6 inspection consisted of a selective review of EDS design calculations, relevant procedures, representative records, installed equipment in the field, and interviews with engineering and technical support staff. It is the consensus of the team that the EDS will perform its intended function l under normal and accident conditions as now installed and maintained. Based on the results of this inspection, certain of your activities appear to be in violation of NRC requirements, as specified in the enclosed Notice of Violation. We are concerned about the violation because the lack of an adequate engineering evaluation of the 125 VDC Div I and II fuse / breaker coordination could result in the loss of a 125 VDC Bus if a fault were to occur on one of the bus branch circuits. Also, a noncited violation was identified for failure to follow procedures that required the Emergency Diesel Generator Control Cabinet Doors be closed when not attended. The inspection team identified concerns relating to certain operating and ' maintenance procedures that needed upgrading to improve specific activities in the areas of spare medium breaker storage, EDG fuel oil filter usage; verification of connecting bolt torque on 6900V and 4160V switchgear bus; calibration of voltage relays and load shedding bistables and replacement fuse control.
