Dear Sir:
1 Philadelphia Electric Company (PECo) has determined that a revision to the dates of the second ISI. interval for Peach Bottom Atomic Power Station (PBAPS) Units-2 and-3-is needed-to effectively implement'the requirements of Section_XI;of the:ASME Boiler and Pressure Vessel Code.- The revision is necessary'because of-component inspection scheduling conflicts attributed to' extended.
outages and shutdowns during both the first-and:second inspection intervals.
Adjustments made to the length of the first -inspection interval, which are-identified in the referenced letter, also make this change necessary.-
In accordance with 10 CFR 50.,55a(g)(4), the second11nterval'ISI program _ for PBAPS Units 2 and 3 conforms to the11980 Edition of the Code through Winter of 1981Laddenda. -Thia edition permite an interval-to be extended or decreased by as'much as'one year to allow-for outage correlation (paragraph IWA-2400(c)).
For plants that are out of service continuously for six monthe.or more, paragraph IWA-2400(c) also allows -for an additional extension equivalent 7to the length of.the outage.
This interpretation of.the_ Code ia consistent wi th ASME ' Interpre ta tion XI-1-86-54, issued February ll, 1987, which states that. extensions for_both plant outage and t

As identified in the referenced letter, the current dates for the second inspection interval at PBAPS Units 2 and 3 are noted as follows:
Unit 2 September 20, 1986 to July 6, 1994 (7.8 yrs.)
Unit 3 December 13, 1985 to December 13, 1994 (9 years) l Due to our error in previous correspondence, these dates should be:
Unit 2 September 19, 1986 to July 5, 1994-Unit 3 December 23, 1985 to December 23, 1994 The above dates resulted from an extension applied to the first interval at each unit, without a corresponding change to the end-date of the second interval.
As a result of the above and due to the extended shutdowns experienced at both units, it has become necessary to adjust the length of the second interval to accommodate the resultant schedule of refueling outages.
For Unit 2, the revised second interval dates reflect a 411-day extension of the standard 10-year inspection interval.
The 411 days are derived from the 775-day shutdown (March 13, 1987 to April 27, 1989), less the 365-day extension added to the first interval.
The revised second interval dates for Unit 2 are:
September 19, 1986 to November 4, 1997 For Unit 3, the revised second interval dates reflect a 600-day extension of the standard 10-year inspection interval.
The 600 days are derived from the 965-day shutdown (March 31, _1987 to November l
20, 1989) less the 365-day extension added to the first interval.
l The revised second interval dates for Unit 3 are:
December 23, 1985 to August 14, 1997 The decrease of 365 days for each units' second interval length is applied to avoid the potential for cumulative interval extensions-exceeding the Code allowable limit.
These schedule adjustments do not impact the scope of work required during the second inspection interval.
