The Commission was briefed by the NRC staff on the status of the final rule on license renewal including a discussion of the schedule and the public comments.

The Commission asked the staff about the necessity of compiling the current licensing basis (CLB) for the purpose of license renewal.

If compilation of the CLB is necessary for the purpose of license renewal, the staff should clearly articulate the specifically addressing the connection between compiling

reasons, the CLB and license renewal.

If compilation of the CLB is not necessary for license renewal but would provide some benefits, including safety all licensees com, pile their CLB's irrespective of their intereststaff should cons with regard to license renewal.

The staff should inform the Commission of the results of its analysis of this issue.

Chairman Carr urged the staff to bring policy questions to the-1 L-Comaission's attention as early as possible.

He also reminded l

the staff to incorporate the public comments and input from aging research into the final rule.

Commissioner Rogers requested the staff give serious attention to l

the Statement of Considerations.

He also requested the staff consider how it will handle risk communication in the license renewal process.
