AlltittL1HG OF YAlWEE tiUCLEAR POWER STATION REACTOR YESSEL This acknowledges the receipt of your letters of January 11, 1991, and January 14, 1991, both of which were entered into the docket of Yardec Nuclear Pcwer Station.

in your letter of Janucry lith, you ttate that if the Yankee Rowe vessel were annealed, there would be no need to remove the reactor internals.

As you know, Appendix 0. to 10 CFR Part L0 states that "the reactor vessel beltline may, subject to the approval of the Director Office of Nuclear Peactor Regulation, be given a thermal annealing treattnent to recover the fracture toughness of the material."

However, Ycnkee Accmic Electric Coripany has not yet sought the Director's approval to anneal the Yanlee Rowe vessel.

Thus, the specifics of the annealing process, whether wet or dry, whether or not the internals are removed, are speculative at this tine.

The open meeting scheduled for March 4, 1991 will no doubt address some of the issues raised in your letter.
