Please find enclosed a revised Fitness For Duty " Performance Data Report" for the Public Service Company of Colorado, Fort St, Vrain Nuclear Generating Station for the period of January 1, 1990 through June 30, 1990.

The initial report submitted with our letter of August 15, 1990 documented an incorrect average number of licensee and contractor employees for this period and an incorrect number of positive test results, in addition, it did not include the random testing rate; summary of management actions; and data analysis and appropriate ,

actions as required by 10CFR26.71(d). l 1

PERFORMANCE DATA ADDENDUM January 1, 1990 thru June 30, 1990 A) The random testing rate:

The estimated annual test rate for this period is 97.3%. Aggressive efforts to notify and test personnel with it. frequent access during the second reporting period is expected to result in a minimum annual test rate ef 100% by December 31, 1990.

B) The following initiatives were taken:

1) Developed criteria by which contractor or consultant personnel, employed by companies which do not have an apereved fitness For Duty Program, may regain unescorted access by participating in a treatment program at his/her own expense.
2) Established the same sanctions for a positive test for alcohol (at or above .04% BAC) as those that exist for illegal drugs.
3) Established specific actions to be taken it a BAC is recorded between .01 and .0399.

C) Lessons learned:

1) Effective communication of Program goals to the test population is vital for cooperation and Program success.
2) Selected personnel with inf requent access to d.e site (e.g., out of state contractors and consultants) must be aggressively pursued and tested in order to maintain a 100% testing rate.

D) Effectiveness evaluation:

The low rate of positive test results in all groups indicates that Program objectives are being met and the Program is effective.

E) Other applicable data or observations:

Access for the single licensee employee- who tested positive was reinstated in accordance with 10CTR26. 27 (b) ( 2) . The employment of each of the contractor employees who tested positive was terminated in accordance with the contractor's personnel policies.

F) Data analysis and appropriate actions to correct program weaknesses:

1) The low rate of positive results, 1.06% for- random testing and 0%

for all other categories, indicates that the Program is being effectively implemented and personnel are responsive to it.

2) Aggressive efforts are being made and a variety of methods being tried to increase the testing rate for personnel with infrequent access.
