l A fax-of your letter, referenced above, was received on 1/4/91 and,
.because of some. confusion over certain points in the revised license condition, the referenced telecon took place.
Mr. Gaskin, of your staff, and I discussed tiie letter and the license condition and Mr.
c Gaskin explained-that UNC's.last set of plan changes was approved by i-NRC except.for a few that-needed revision.
Those "few" were addressed by NRC and issued as a new License Condition 9.1.A.
The-seven provisions in 9.1.A were discussed and clarified.
Accordingly.
-UNC's understanding of these. provisions is as follows:
1.
" Reduce the armed ouard Dost at the
'M' buildina entrance to

l-This means that UNC can eliminate the M Door post.
2.
"Use Tactical" Response Team (TRT) nersonnel stationed at the
'EECP for onsite response."
In addition to the'EECP', TRT personnel may be. stationed at any other post.
This' provision, then, should read, "Use Tactical Response Team (TRT). personnel stationed at the EECP or any other l{
post for onsite response."
In effect, it-means that TRT's can be-
-assigned-to any post.
3.
" Eliminate MAA vehicle escort on back shifts when the vehicles are not in-use (orovided the vehiclyp are secured)."
The word "back" should be changed to "all."
This'has been l0 clarified to mean that non-UNC vehicles inside the MAA need not
.be escorted on any shift as long as they are secured, f

" Relocate the tower quards to other costs (if alternate means of gla rms assessment are provided."
Self-explanatory, however, it was agreed that patrols, response personnel and personnel with a view of an affected area provide
" alternate means" assessment in this context.
Additionally, it was further agreed that the towers should be rendered ineffective prior to relocating guards.
The equipment and capabilities therein should be removed and the doors locked to preclude their use by an adversary.
6.
" Eliminate dual mannina in B-south except for areas containin_q_
formula auantities of SNM."
Self-explanatory.
7.
" Modify the MAA vehic}e exit qparch to be comp _atible with__thp_
form of the material on hand t" Self-explanatory, however, as a practical matter, searches of vehicles exiting the MAA will not change until all SNM, except for complete, individual elements has been removed from site.
If UNC's understanding of License Condition 9.1.A.,
as transmitted by NRC's letter of 1/4/91, is not correct, please advise the undersigned.
Your cooperation and assistance is greatly appreciated and will contribute significantly to UNC's decommissioning efforts.
