Dear Mr. O'Sullivan:
This letter is in response to your memorandum dated August 14, 1990, te
- Mr. William Raymond, Senior Resident Inspector at the Millstone Station, cca-cerning your perception of being threatened by the general nature of a meeting on August 13, 1990, with Mr. Donald Delcore and yourself and in particular by a statement made by Mr. Donald Haverkamp of the NRC Region I staff on the sub-ject of bringing safety items directly to Northeast Utilities.
We deeply regret your having felt threatened by either the meetirig or t'y state-ments made during the meeting.
Certainly it was not our intention to threaten Mr. Delcore or yourself.
Employee concerns bearing on the safety of a facility should be brought prompt-ly to the attention of the licensee, who has the prime responsibility for re-so'Iving safety concerns.
To assure that any necessary corrective actions are taken by a licensee as promptly as possible, we strongly encourage individuals j
to contact licensees in the first instance, if initial licensee corrective actions are not considered appropriate or adequate, individuals are also strong-l ly encouraged to bring that concern to more senior levels of licensee manage-ment or the NRC.
If you feel that you may be discriminated against or that some type of adverse action may be taken against you if you bring safety concerns to the licensee, or if you otherwise wish to communicate with the NRC about nuclear safety mat-i~
ters, you should bring your concerns directly to the NRC.
If you elect to bring your concerns directly to the NRC, we would appreciate it if you would bring them promptly to our attention, so that any immediate safety concerns can be resolved expeditiously with the licensee.
