QA PLAN FOR UNIVER$1TY OF TEXAS TRIGA REACTOR in accordance with the work request of February 7,1991, we have reviewed resision 0 of the University of Texas' QA Plan.
Revision 0, November 1990, was submitted to the Nhc by letter dated November 21,199C.
The letter indi-cates the subniittel contains no substentive changes or revisions to the previ.
ously approved QA Plen documents. Our acceptance of the previous QA Plan Documents is reflected in a Grimes to Thomas memorandum dated April 23, 1985 (Fiche 67823/0f9-071) l Our review of revision 0 consisted of comparing it to the previously accepted QA Plan documents (SAR Chapter 9 plus changes of April 4 1985, Fiche 29784/
284208),
in addition to several editorial cournents enclosed, we need a response to the follwwing request for additional information to complete our review:
The title of Figure I has been changed from " Academic Organization" to "00ALITY ASSURANCE Line Organization." The figure no longer shows a
" Reactor Conrnittee" nor " Licensee Certified Operators." A facility o?erations committto is still referred to in Section 4.2 of the plan, and t1e deletion of the committee f rom Figure 1 needs to be clarifitd.
Similarly, the plan needs to continue to be clear reg 6rding operation of the reactor only by qualified operators.
