FOR SOUTH TEXAS PROJECT

. The ; subject anonymous < allegation claimed that a welding foreman in.the

' Fabrication Shop withdrew weld filler material, placed it in two other-welders rod cans. took weld stubs from their cans to turn in and claimed T

credit for a weld 'he never made. This allegation was investigated by Ebasco' Services, Inc., the Constructor, and Houston Lighting and Power i

Company, the Licensee, and found to be valid.

On Apr11-.27,.1984, the welding foreman for "A" Shift in the Fabrication Shop withdrew weld rod on a weld issue record.

Later that shif t he re--

turned part of the rod, rod stubs, and. documentation of a completed weld.

-t This was done in order for the welding foreman.to maintain his welder qualification.

The two welders who had the unused rod placed in their

weldErod cans and who actually performed the weld that the foreman

' claimed credit for turned that-information into the Fabrication Shop

-management. No apparent action was taken by the shop management. The alleger. -in his : initial phone call, claimed the foremen was -going to be allowed to quit but when(the shift returned nothing was apparently said or done.

In fact, on May 3,1984, the welding-foreman was issued a j

w letter of warning and all of his welding' qualifications were. canceled. He:

ut maintained his position.as foreman. This information was not disseminat-ed.to'the craft by Ebasco Services,'Inc.

Houston Lighting and Power Company did not. feel this was-an' adequate -

disposition.and felt they had lost confidence inLthe ablity of'the-

. welding foreman to be in a position.of trust 'at the South Texas Project; The foreman was terminated on June 13, -1984,This last day of work was -

' June 8 1984

=The weld he allegedly made was on a non-safety, Class 4, instrument stand for Unit 2,. Turbine -Generator Building. The stand was located-and was stamped with the initials of -the qualified welder that actually_

made the. weld.- This was checked against the weld issue. record and veri fied. as' correct.

All of the records in this issue were reviewed by the NRC inspector and-found to'be as described.

The actions ~taken are acceptable and have

-noLadverse safety impact on the South Texas Project.
