As discussed in AECM-90/0058 dated March 30, 1990, Entergy Operations committed to submit status reports regarding the Security Boundary Upgrade Project. These reports are to inform the NRC of Entergy Operations progress toward upgrading the i.outh security boundary, and to identify any concerns which might hamper the project.

Attached is the Security Boundary Upgrade Project Status Report for the period ending December 31, 1990.

This report includes discussion regarding background and past accomplishments in our overall efforts to upgrade the crtire plant security boundary, the milestones for those efforts now focusing on the south boundary, and the related actions completed since the submittal of our last report.

Per discussion between Entergy Operations personnel and W. J. Tobin of NRC Region II on September 28, 1990, these status reports are not required to be submitted on a regular basis. We current 2y anticipate submitting our next report upon the completion of Phase I of tne project long-term improvements, currently estimated to be in July 1991.

This letter and the attached status report have been kept to a non-safeguards level.

SECURITY BOUNDARY UPGRADE PROJECT l

STATUS REPORT I.

BACKGROUND:

GGNS security has been reviewed by the NRC a number of times in the past several years.

Entergy Operations feels that these inspections and reviews have confirmed the overall strength of the GGNS setarity program and physical features.

In addition, GGNS has worked with tne NRC to upgrade specific security areas to ensure that any concerns or potential problems were promptly jdentified and resolved.

These upgrades have represented a large commitment in both manpower and financial resources.

Some specific improvements, and their approximate completion dates, include:

Inner delay barrier fence a.id vehicle search area (1988).

New X-ray detectors for tho guardhouse (1988) and the warehouse (1989)

Increased tactical trainin'; (19119)

Extensive North Boundary bpgrade (1989)

Replacement of CCTV monitors in the CAS/SAS (1989)

New explosive detectors (1990)

' Administration Building nerth wall alarm system (1990).

II.

SECURITY BOUNDARY UPGRADE PROJECT:

The NRC inspections and reviews mentioned above, including the 1988 issue which is the Regulatory Effectiveness Review (RER), identified are focus of this series of status reports.

The Security Boundary Upgrade Project was initiated due to concerns with camera coverage on the south boundary.

Study of the issue has identified two relat ed concerns which must be concurrently addressed to obtain an effective solution to the camera coverage issue.

These additional concerns are the camera monitoring computer system capacity and working conditions in the CAS/SAS.

Entergy Operations has developed plans to correct these concerns, and is proceeding with their internal approval and impicmentation.

III. UPGRADE PLAN:

A plan has been developed to address concerns relating to the south boundary. The plan has two major parts:

Short-term Improvements - Activities which improve camera coverage and CAS/SAS working conditions:

Relocate two cameras Add cantilever mountings to two cameras Change five camera lenses Add glare screens to CAS/SAS computer display nonitors Replace existing CAS/SAS printers Improve CAS/SAS room lighting.

ACTIONS Tills REPORTING PERIOD:

As anticipated, progress this reporting period has been limited due to the GGNS fourth refueling outage.

The actions below have begun or been completed since the last status report was submitted (AECM-90/0180 dated October 31, 1990):

1.

The design work for Phase I long-term improvements has been completed and is in final review.

2.

Other activities for Phase I long-term improvements are in progress.

3.

Impicmentation of short-term improvements (Item IV.6) was completed except for the upgrade of CAS/SAS. lighting. The material is on-site and is estimated to be installed by February 1991.
