Dear Mr. Matthews:
The U.S. Nuclear Regulatory Commission (NRC) staff has completed its review of the preliminary final Remedial Action Plan (RAP) and all associated documentation pertinent to the proposed remedial action for the inactive mill tailings site at Lowman, Idaho.
Our review is documented in the enclosed draft Technical Evaluation Report (TER), which discusses the NRC staff's evaluation of the proposed remedial action for compliance with the EPA standards.
Based on our review, the NRC staff has identified significant open '
geology, geotechnical engineering, hydrology, radon attenuation and cleanup. These open issues are sumarized in Table 1.1 of the TER a..
.., e d in detail in the appropriate TER sections.
Until these open issues are re m >cd, the NRC is not prepared to concur in the DOE's remedial action plan. Af ter y9u have had time to review this document, we would be pleased to meet with you to discuss the results of the review and resolution of these issues.
