. Adontification of the rolovant express provisions of the NHRERP as it has evolved sinco Revision 2, August 1986.
i There uro important distinctions tn be made among, for examplo, (1) the express provisions of the NHRERP, (2) Stato and FEMA interpretations of the express provisions, and (3) protectivo actions, possibly reserved as ad has options, that are not precluded by the NHRERP.
Thoroforo, the Board directs the Licansoo to prepara a common referenco document derived from copying rappoctivo i
portions of the NHRERP and associated documents.
The referenco document chould contain the protectivo actions to be taken in ERPA A (two-mile radius of Seabrook Station) in the event of a General Emergency at the Seabrook Station.
It should include the October 1988 amendments to Rev.
2, and the February 1990 Rov. 3 of the NHRERP, and any other changes doomed rolovant by the parties.
Changes from the August 1986 version of Rov. 2 mado in the October 1988 version and any subsequent relevant changes should be clearly marked for roady comparison.
The referenco document should be bound and numbered for convenient citation.
Licencoe should seek a stipulation from all other participating parties as well as the State of I Roccived into evidence as Applicants' Exhibit 5.
