The NRC Staff encloses herewith pages (1-4, 1-5, 1-6, 2-41, 2-50, 2-51, 2-52, 2-53, 3-26, 7.2-1, 8.2.4-8) from the December 13, 1990 Seabrook Station biannial Exercise Scenario which the Commission may find relevant to its pending consideration of both Licensees' and Intervenors' Petitions for Review of ALAB-941, dated December 7, 1990 and December 10, 1990, respectively.

The scenario document was placed in the Public Document Room on January 16, 1991.

This objective will be demonstrated, as appropriate, throughout the New Hampshire State and Local Emergency Response Organizations.

The State will communicate appropriate PARS to all affected areas, communities and.

facilities.

Each EPZ community will. implement appropriate protective measures in accordance with its plan and procedures.

Persons - Contacts with a representative sample of special needs-populations and handicapped persons;will be simulated by contact with the Control Cell.

FEMA Objective 19:

Demonstrate the_ ability and resources-necessary to implement appropriate protective actions-for school children within the plume EPE.

Extent of Play Local EOCs will demonstrate the decision-making process to-implement the appropriate protective actions, in accordance with the plan.

The 1988 FEMA ARCA associated with Objective 191 demonstration has been closed.

Evacuation of schools in communities for which evacuation is in effect will be simulated.

Local EOCs will assess transportation needs as the scenario neces sita tes.-

Unmet needs will be-forwarded to the IFO where state resources will be simulated as assigned.

There will be.no student participation during the exercise.. The NHOEM' Local Liaisons will assess needs for non--

participating EPZ-communities.

All school and day' care routes as'noted by FEMA as "Not Completed," as specified in the 1988 Graded Exercise Report,-. Objective 19, will be'run.the day.before the 1990 q

FEMA Graded Exercise.

All five SAUs in the New-Hampshire portion-of the EPZ.will_ participate in the exercise.- Their participation will_ include communications with the Department'of Education (DOE) at the State:EOC, and individual public and private schools _in their jurisdiction.until_the end of their normal work day.

FEMA Obiective 19:

Specifically, the SAU superintendents will (Cont.)

receive' initial and follow-up notifications and emergency status from the DOE representative.

The SAU superintendents-will subsequently relay this information to the public and private school administrators.

The SAUs will maintain contact with the DOE and school administrations to discuss student census and implementation of' potential or actual precautionary and/or protective actions.

All schools (34 public and 9 private)'in the New Hampshire portion of the EPZ.will participate in the exercise.

Their participation will include receiving and providing communications _with the appropriata SAUs, local EOCs and IFO Local Liaisons (for compensatory communities) until the close of their normal school day.

Public schoo) officials will receive initial and follow-up notifications on emergency status,_and discuss student census and transportation requirements with the SAUs and the local EOCs (with the exception of Portsmouth schools where, as per the plan, the SAU superintendent coordinates transportation requirements with the local EOC directly).

Private school officials will receive and provide the same communications with the local EOCs.

The p0blic and private school officials will also discuss potential and actual precautionary and protective actions i

with their-staff and the SAU superintendents.

FEMA Obiective 19:

The 79 day care centers in t e New (Cont.)

Hampshire portion of the E.'6 will be contacted to participate in the exercise.

They will receive initial notification from the Day Care Notification Team at the State EOC.

For the. purpose of the exercise, an "information only" message will.be used for this initial notification.

The day care centers in participeting communities will receive subsequent notifications and discuss student census, transportation requirements and implementation of precautionary and protective actions with the local EOCs, Day care centers in compensatory communities will receive and provide the same communications with the NHOEM Local Liaisons'in the IFO.

Controllers at the State EOC, IFO and local EOCs will issue a special. form for.

documenting the contacts made during this process.

EE$A_Qbiective 20:

Demonstrate the organizational ability and resources necessary to. control evacuation traffic flow and to control access.to evacuated and sheltered areas.

Extent of Play State and local police personnel will be asked to demonstrate staffing a. sample of access-and traffic control points assigned in the New Hampshire Traffic Management Manual.

One Traffic Control Point will be staffed in each participating EPZ-community by local police personnel.

In addition, one Access Control-Point and one Traffic Control Point will be staffed by NH State Police personnel.

This will..be accomplished 1to the extent possible without interference with day-to-day operations.

No prestaging of emergency response personnel is permitted for the exercise.

The Controllers have contingency messages-to ensure that r

exercise events flow on a timely basis and to ensure that participants are adequately tasked during the exercise.

NHOEM officials will-utilize the dedicated ring down system

" yellow phone" to contact WOKO for notification.

Exercise only, authentication codes, will be provided to the NHOEM and WOKQ for simulated-EBS activation.

(The codes are used-only if the commercial telephone system is utilized for EBS activation.)

Notifications per procedures will be made to the pa rticipating SAU's, schools, day cares,. nursing homes, hospitals and scenario dependent mass care shelters.

If a facility decides not to participate, subsequent notifications for the facility will be made to the Control-Cell.

LEMA Objactive 1:

Establish Command / Control' Functions No " simulation" is necessary for this_ ob'jective to be demonstrated, nor is any procedural " deviation" expected by the player organization.

PEMA Qbioctive 4:

Cocaunications 1.

A Control Cell has been established in the Seabrook Station Stack-a-Shack to simulate communications with identified agencies, organizations and facilities for initial and/or follow-up notifications.

The Control Cell allows participants to implemer : their procedures to the fullest extent as well as ensure successful demonstration of certain exercise objectives.

2.

An exercise only telephone directory will be utilized by_the player organization to contact these agencies, organizations, etc., not participating in the exercise.

3.

Field monitoring team activities will be coordinated with the ERO and ORO using a Seabrouk Station radio frequency.

It is currently running at 1002 power.

The tourist population is at 50 percent of yearly capacity.

There are no beach area transients.

Business employees'are at 25 percent of the normal midweek, midday work force.

SPECIAL INSTRUCTIONS:

1.

Contacts with federal agencies can be made for initial notifications only. All subsequent follow-up notifications must bo made to the Control Cell.

2.

Contacts with School Administrative Units (SAUs), Bus and Ambulance Provider Organizations, EP2 Nursing Homes and Hospitals, Mass Care Shelters, and Day Care Centers can be made for all notifications.

If a facility cannot participate, then all follow-up notifications ~ for that facility must be made to the Control Cell.

No actual contact will be made with the Fuel Providers or Lindividuals on the Special Population Lists.

This communication will be' conducted with the Control Cell.
