On January 22, 1991, the Licensing Board conducted a telephone conference call, for the primary purpose of posing i

certain clarifying questions, derived from the Supplemental Statement submitted by the Applicants and the responses I

thereto submitted by GANE and the Staff.

Madden), for the NRC Staff.

At the outset, the Board reminded Ms. Carroll that it had contacted her the preceding week about a possible 4/

, typographical error in GANE's response to the Applicants' Supplemental Statement, and that she had agreed there was such an error and that she would notify the Board and i

parties.

Because Ms. Carroll had not yet done so, the Board l

agreed that it would set forth the correction in this Order.

Specifically, the reference by GANE, in paragraph 4, p. 1 of its December 10, 1990 response, to "FSAR, Sec. 2.2.6" should instead have been a reference to VEGP 13145-1, rev. 25, S 2.2.6 (at p. 4 of 46).

The other questions posed by the Board were:

Is the obligation to dispatch an operator to the diesel in the event of an automatic diesel start mandatory or permi"sive?

In other words, instead of the permissive word "o

-ald," did the Applicants intend to use a mandatory term such as "Will" or "must," at DCP-90-V1NO138-0-1, page 1

What has been the observed failure rate in the industry of the three-way valve that bypasses the NSCW/ jacket water heat exchanger?

Provide the calculations used to ascertain the l

10*/ minute temperature rise estimated by the Applicants and relied upon by the Staff at Architzel Aff., T6 (p. 7) and Correia Aff., 14 (p. 9).

As elaborated during the conference call, have there been any start-up observations of diesel generator temperature rise?

How is the calibration of the Calgon sensors locked into place?

Why does the calibration drift?

How is the capab..ity for testing the status and operability of the bypass circuits maintained, as required by Reg. Guide 1.9, Position 7?

6.

Inasmuch as Reg. Guide 1.9, Position 7, conditions the grant of bypass authority on the alarming in the control room of " abnormal values of all bypaso parameters," how can the Staff justify granting the Applicants an exemption from this requirement (as applicable to the HJWT trip alarm) until after May, 1991 (see Applicants' letter, dated January 10, 1991; Architzel Aff., 15:

Chopra Aff., 17).

Informing operators that the alarm does not work does not appear to meet the Reg. Guide requirement satisfactorily.

What action, if any, is the Staff proposing to take as a result of the apparent lack of the trip alarm from May 25, 1990 to December, 1990, when this deficiency was first uncovered by the Staff?

7.

Which, if any, of the 11 power plants referenced by Mr. Alfred E.

Chaffee at page 5 cf his affidavit (line 20) have sought a license amendment to permit (or have licenses permitting) bypassing the Calcon sensors in emergency conditions?

What was the Staff action on each request?

What are the normal shift-manning requirements for operators at the facility?

the Applicants shall file their response (to all except questions 6 and 7) by Friday, March 22, 1991.

Further, GANE shall file its supplemental information concerning the asserted 25*/ minute temperature. rise (and relevant to-the subject of question 3) as soon as.possible but in no event later than March 22, 1991.

All of the above responses or material are to be filed by express mail (or by I

means designed to rt h the recipients no later than the delivery time for er tss mail, if filed on the latest date' available, see 10 C.F.R. S 2.710).

Comments by the various-participants on the foregoing' filings shall be submitted (by 4

regular mail) no later than Monday, April 22,;1991.

Following receipt of all this material, the Board will determine whether further activities in this proceeding are-warranted.
