This procedure is prepared to establish guidelines for loading and unloading of the USA /5908/B() F shipping container in accordance with the Certificate of Compliance and the Safety Analysis Report for Packaging (SARP).--

1.0 Loading 1.1 Select container (s) for packaging.

1.1.1 Notify Quality Control to inspect the con-tainer in accordance with procedure, "Inspec-tion of In Use Shipping Container Approved By certificate of Compliance" (E45-1) or "In Use of Non B&W, NNFD Owned Specification Shipping Container" (E45-6).

NOTE:

Shipping containers not acceptable for use shall be marked in accordance with the proce-dures identified in paragraph 1.1.1.

I 1.2 -Verify that the Certificate of Compliance has not ex-pired and the contents being shipped is in accordance with the contents approved by the certificate of Compli-ance.

1.3 Move container (s) to loading area using a fork lift or other approved handling equipment.

1.4 Remove the bolt on the locking ring.

1.5 Remove the locking ring from the container.

1.6 Remove the lid from the container.

1.7 Remove the Celotex disk and the plywood disk to expose the the 2R container.

1.8 Remove the top to the 2R container by turning it counter-clockwise.

t E41-135 Rsv. 0 1.0 Loading (Cont'd) 1.9 The contamination level (loose and fixed) shall be determined on the exterior surface of the material.

Also check the exterior surface of the plastic sleeve (if applicable), the exterior of the 2R container and the inside of the outer container. Record the contamin ation levels on the proper form.

1.10 Three knowledgeable Accountability personnel shall load the material into the primary container.

1.11 Place the primary container in a plastic sleeve which has been sealed at the bottom. Tape the top of the sleeve togeather. NOTE: THIS STEP IS OPTIONAL.

1.12 Insert the container into the 2R container. If the container does not fit snug insert filler material (e.g. styrofoam peanuts) as needed.

1.13 Place plumbers's trpe (or equivalent) around the threads of the 2R container.

1.14 Place top on 2R container and tighten by turning clockwise.

I 1.15 Place plywood spacer disk in the container. Note:

this plywood must be a minimum of 1 in thick and (if in the form of a insert) must be a minimum of 10 in. in diameter. The whole disk may be made of plywood.

1.16 Place Celotex disk in place.

1.17 Place container lid in place.

1.18 Place locking ring in place.

1.19 Insert bolt into incking ring and tighten.

1.20 Apply tampersafe seal and record on shipping papers and the tampersafe seal application form (E4-44).

1.21 Notify Radiation Safety to conduct radiation surveys in accordance with 49CFR 173.441 and 49CFR 173.443.

Record the survey results on the proper form.

1.22 Move the loaded container to the storage area or ship-ping vehicle loading dock.

E41-135 Rsv. 0 1.0 Loading (cont'd) 1.23 Tie-down or blocking devices shall be used on the shipping vehicle -, on the Safe Secure Trailer (SST) tie down devices provided by the DOE.shall be used.

1.24 The attached Shipping container Checklist.(E4-244) shall be completed and filed with the shipping documentation.-

2.0 Unloading 2.1 The following procedure shall be used in situations when NNFD personnel are required to unload fuel elements.

2.2 Notify Radiation Control to conduct surveys to assure contamination levels are in compliance with 49CFR 173.441 and 173.443 and the unloading area.

If not, the area shall be roped off identifying it as a controlled area.

Record results on form E4-50.

2.3 The container shall be moved by lifting with a fork lift or other appropriate moving devices.

2.4 Verify the tampersafe seal and record on Receipt Inspec-tion form E4-1.

I 2.5 Remove.the tampersafe seal.

2.6 Remove the bolt from the locking ring.-

2.7 Remove the locking ring.

2.8 Remove the. lid from the container.

.2.9 Remove the Colotex/ plywood disks exposing the 2R container.

2.10 RemcVe the top of the 2R container by turning it counter-clockwise.

2.11 Remove the material from the shipping container and-place in an approved storage location within the receiving facility.

2.12 Clean the inner container-if necessary.

2.13 Install the container lid.

2.14 Label the container as " empty" and place in storage or return to shipper.

Rev. 0 3.0 Preparation of Empty Container for Transport 3.1 All labels from previous shipments shall be removed from the container.

3.2 The containers shall be surveyed to ensure contamination levels are within the requirements as described in 49CFR 173.427.

3.3 The empty package shall be securely closed and sealed in the presence of security personnel.
