Request for License Amendment; Definition of Digital Channel Operational Test Gentlemen:

Pursuant to 10 CPR $0.90, New Hampshire Yankee (NilY) hereby proposes to amend the Seabrook Station Operating License (Facility Operating License NPF 60) by incorporating the proposed changes, provided herein as Enclosure 1, into the Seabrook Station Technical Specifications. The proposed changes involve adding a definition of a Digital Channel Operational Test to Section 1 of the Technical Specifications and revising certain notes to Technical Sptacification Tables 4.3 5 and 4.3 6 to clarify the requirements and provide consistency with the proposed definition.

The basis for the proposed changes is provided as Enclosure 2, which also provides a safety evaluation of the proposed changes. Based upon the information contained in Enclosure 2, New Hampshire Yankee has determined that the proposed changes do not constitute an Unreviewed Safety Question as defined in 10CFR50.59 nor do they involve a Significant llazards Consideration pursuant to 10CFR50.92.

New llampshire Yankee has reviewed the proposed changes utilizing the criteria specified in 10CFR50.92 and has determined that the proposed changes would not

1. Involve a significant increase in the probability or consequences of an accident prevk usly evaluated. The proposed change is a clarification of existing testing requirements for the radiation monitoring system. No change to any system, structure, or component is involved, nor are the criteria for determining the OPERABILITY of any component or system revised. The affected radiation monitors will continue to perform at the same functional level as currently required, wit h the same OPERABILITY requirements and allowed outage times. The proposed change does not affect the functional requirements of the affected systems. With these requirements unchanged, the potential doses to personnel onsite and members of the public are not increased.

2. Create the possibility of a new or different kind of accident from any accident previously evaluated. The proposed change clarifles testing requirements for existing plant equipment. This change does not alter the function of this equipment or create a new failure mode for this equipment. No changes to any plant equipment or operating procedures are involved.

3. Involve a significant reduction in a margin of safety. The proposed change adds a Technical Specification Definition of Digital Channel Operational Test (DCOT) and revises three notes in two Technical Speelfication Tables to clarify the intent of the Technical Specifications. The change does not affect the current method of performing the required surveillance testing. The proposed change does not affect the functional requirements of the affected systems. The affected radiation monitors will continue to perform at the same functional level as currently required, with the same OPERABILITY requirements and allowed outage times. Therefore, the proposed change does not involve a reduction in a margin of safety.

New llampshire Yankee requests approval of these proposed changes by June 15,1991.
