The Nuclear Regulatory Comission (the Commission) has found that:

and Soyland Power Cooperative, Inc.. (the licensees) dated December 21, 1988 complies with the standards and requirements of-L the Atomic Energy Act of 1954, as amended (the'Act), and the Com-p mission's rules and. regulations set forth in 10 CFR Chapter I; B.

REACTOR COOLANT SYSTEN IDLE RECIRCULATION LOOP STARTUP LIMITING CONDITION FOR OPERATION A
3.4.1.4 An idle recirculation loop shall not be started unless the tempera-L ture differential between the reactor pressure vessel steam space coolant and the bottom head drain line coolant is less than or equal to 100'F, and:
When both loops have been idle, unless the temperature differential a.
between the reactor coolant within the idle loop to be started up and the coolant in the reactor pressure vessel is less than or equal to 50'F, or

When only one loop has been idle, unless the temperature differential between the reactor coolant within the idle and operating recirculation L
loops is less than or equal to 50'F and the operating loop flow rate is l
less than or equal to 50% of rated loop flow.

APPLICABILITY:- OPERATIONAL CONDITIONS 1, 2, 3 and 4.
ACTION:
With temperature differences and/or flow rates exceeding the above limits, suspend startup of any idle recirculation loop.

4.4.1.4 The temperature differentials and flow rate shall be determined to be within.the limits within 15 minutes prior'to startup of an idle recirculation loop.
