Direct interactions between NhY and Westinghouse.
These and other applicable programs, procedures and practices have been reviewed and will' be enhanced as necessary in order to meet, to the extent feasible, tbv intent 'of Generic Letter 90-03 recommendations.
Currently planned actions and their expected completion dates an summarized below.
Enhance the NPRDS as requested by the Institute of Nuclear Power Operations (INPO) by December 31, 1990.
Implement a VETIP equivalent prograt. tith Westinghouse Electric Corporation by December ' 31,- 1990.
Make the initial contact and establish a program of continuing, periodic contact with identified vendors of safety related equipment (other than Westinghouse).

..These actions are consistent with commitments regarding vendor technical interface made in Reference ~(c), the NHY response to Generic Letter 90 04 (the NRC request for
~information on the, status of implementation of-Generic Safety Issues resolved by the imposition of requirements or corrective actions).

m ENCLOSURE 1 New - Hampshire Yankee has' implemented programs, procedures. and. practices addressing vendor technical interface at Seabrook Station. These programs, procedures and practices have been reviewed and will be enhanced in order _to meet, to the extend feasible, the intent'of Generic Letter 90 03 recommendations, The extent of vendor cooperation with-NHY in vendor technical interface actions raay affect the extent to which NHY can meet the g
intent of Generic Letter 90 03 recommendations.
t Generic Letter 90 03 considers an adequate vendor technical interface program to be a two tier program. The first _tler is a program with the NSSS vendor as described in the -
VETIP, which covers safety related components within the NSSS scope of supply.

VETIP is defined in the Report of the Nuclear Utility Task Action Committee (NUTAC),
INPO Document No. 84 010. New Hampshirr Yankee has reviewed the NUTAC Report and i

The following is a brief explanation of how each of the above programs, procedures and practices contributes to the VETIP equivalent technical interface program.

Enhancements to these ' programs, procedures and practices, which are intended to achiev-a VETIP equivalent' technical interface program with Westinghouse are also described.

- Nuclear Plant Reliability Data System (NPRDS)
By reporting failure data and utilizing the NPRDS data base, NHY can contribute and
- obtain valuable information regarding the performance of safety related components, including:
those within the NSSS scope of supply. If needed, NPRDS data base information can be l
used to partially compensate for lack of vendor support.

New Hampshire < Yankee has implemented the NPRDS at Seabrook Station and plans to enhance'the NPRDS as requested by the Institute of Nuclear Power Operations (INPO)
. by December 31, 1990.
Additionally, NHY is developing a procedure to provide administrative controls and general guidance applicable to usage of the NPRDS at Seabrook ll Station. This procedure 1: scheduled to be approved by December 31, 1990.

s NHY Operatinn Exoerience Review Pronram (OERP) y The OERP provides a systematic method for review of technical information affecting-safety related equipment originating not only from vendors but also from other utilities and i
from Seabrook Station itself, An, approved NHY procedure establishes requirements for the OERP. Documents reviewed and evaluated in accordance with the OERP include NRC issuances (i.e. Bulletins, Information Notices and Generic Letters), vendor technical correspondence, INPO issuances and documents pertaining to Seabrook - specific eperating experience. Technical information originated by Westloghouse and prc W ly the OERP includes technical bulletins, deficiency (10CFR21) reports and other e chnical letters concerning topics related to nuclear s
- safety, nuclear fuel and specific plant equipment. A key function of the OERP is to ensure that technical informatior contained in received documents is appropriately distributed, l
cvaluated and applied. W th respect to its function as an element in the technical interface program with Westinghouse, the OERP is fully operational and no enhancements are a
considered necessary at this time.
The Onerational Ouality Assurance Pronram (OOAP)
. A recommendation of Generic Letter 90-03 is that quality assurance programs apply to design, maintenance and modification work performed on safety-related equipment by outside venuors or contractors. The OOAP specifies requirements for design, maintenance and modification work performed on safety related equipment.

Westinghouse Owner's Group (WOO) activities and receives WOG correspondence. New l
Hampshire Yankee maintains direct contact with Westinghouse through the Seabrook Project Manager and an on site Engineering Representative.
Westinghouse provides applicable technical information including information on safety issues, ~ nuclear. fuel' matters, and specific plant equipment to Seabrook Station via the Seabrook Project Manager.
Continued interaction between Westinghouse and NHY is expected throughout the life of the plant in association'with purchased equipment and services.
New Hampshire Yankee is currently preparing to contact Westinghouse by letter to l,
verify that technical information issued to date, applicable to safety related equipment within L
the NSSS scope of supply has been received. This actiori is scheduled to be completed by -
December 31,199' Periodic contact will be established with Westinghouse on an annual basis following the laial contact to verify the continued recelot of applicable technical information.
The second tier of a program considered by Generic Letter 90 03 to be an adequate vendor technical inbrface program includes a program of periodic contact with vendors of other key, safety related components not included within the NSSS scope of supply. New Hampshire Yankee has designated the vendors of key, safety relaicd equipment to be contacted in order to implement this second tier of the vendor technical interface program..
.New Hampshire Yankee plans to iniLally contact designated vendors by letter. The objective j
l of initial contact is to verify receip. of technical information, applicable to Seabrook Station, issued by each vendor. Periodic contact with cooperating vendors will be established on an
- annual basis following-the initial contact.
By June 30,1991 - the initial letter.to each designated vendor will be sent; and the program for annual re contact of cooperating vendors will be established.
In the event that a vendor is out of business or fails to cooperate, NHY will rely upon-g its judgement and experience supplemented by the OERP, NPRDS, utility information exchange and other useful sources to provide pertinent technical information reg:,rding the affected components.
The NHY program for vendor technical manuals has beer reviewed and is being enhanced.. Technical manuals are being verified as up to-date and under proper administrative control. Measures are being established to ensurr. that technical procedures and other statsu documents are appropriately updated, based upoa updated technical manual in.ormation. ' Thesc enhancements apply to technical manuals issued by vendors under both j
