I am writing in response. to your letter of July 30, 1990.
concerning proposed revisions to the Joint Committee on Printing's l'
-(JCP's) oversight responsibilities for duplicating centers.
The proposed revisions, by eliminating the requirement to obtain L
prior approval for.certain duplicating-equipment, will permi_t L
Federal agencies to take advantage of vendor promotions and new L
technology..and to upgrade equipment more quickly, which will
-increase productivity.
To further these objectives', we recommend that, electronic printing de_ vices, such as those using high-speed laser printing < technology as part of electronic sublishing L,
. systems',be_added to the list of equipment'for w11ch no prior L
approval-is required.
We appreciate the Joint Committee's. efforts to simplify the process.for' obtaining duplicating equipment.

90JCP014 July 30, 1990 TO: HEADS OF ALL' DEPARTMENTS AND AGENCIES The Joint Committee on Printing is considering substantial changes in-the manner in which it oversees the operations of certain printing facilities.
Specifically, the committee anticipates requiring annual reporting on the activities of duplicating conters, in order to assure that proper management-practices and economic efficiencies are maintained.
At the same time, we anticipate liberalizing the controls upon what equipment may be acquired, without specific committee approval, for installation in department and agency duplicating centers.
3 A general. description of.the proposed oversight scheme for duplicating centers follows.
Please submit any comments or.

Devices that are available in the marketplace with self-contained, i

automated binding, that might otherwise require Committee approval if acquired' separately, may be acquired without such approval.

ReDorting:
Departments and agencien must. report'to the Joint Committee annually, on the activities of.each duplicating center,.
as defined above.
Reports will include:

- equipment inventory (all devices);-
- staffing levels;
- aggregate production. unit output (for 2
the entire duplicating center, not each piece of equipment);
'** jobs exceeding 5,000 production units of any one page, and jobs exceeding L
25,000 production units-in the L
aggregate of multiple pages; and
- total costs of' operating the
' duplicating center (equipment I'
purchases-and leases, supplies, salaries,' apace, utilities, etc.)~..
The Joint Committee will endeavor to devise standardized reporting-forms.
Please note that no reports are required.

HEADS OF ALL DEPARTMENTS AND AGENCIES This memorandum is a clarification of the Government Printing and Binding Regulations, No. 26, issued in February 1990, and supersedes the Committee's letter of October 19, a
1989, contained in that volume.
Joint Committee on Printing approval is required prior to the acquisition of any-printing production devices, including copier / duplicators, that:
1)
. require.the attendance of a trained, dedicated 1
operator (s), and 2) are intended to produce work exceeding 4000 production units of any one page, or work exceeding 25,000-production' units, in the aggregate, of multiple pages.

This requirement applies regardless of the technological processes employed by the devices (offset, electrostatic, etc.) and regardless of the intended location of the equipment.-

Agency decisions to install these printing devices, like i
all equipment, should~be based on sound cost analysis and projected savings that realize a short-term payback of the Government's investment.
The Joint Committee strongly encourages installation of the most economical equipment that meets the actual needs of'the-Government.
