SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REAC',>R REGULATION RELATED TO AMENDMENT NO. sa TO FACILITY OPERATING LICENSE NO. NPF-43 DETROIT EDISON COMPANY FERMI-2 1
DOCKET NO. 50-341 1.0 TRODUCTION By letter dated July 24, 1989, the Detroit Edison Company (DECO or the licensee) requested changes to the Technical Specifications (TS) appended to Facility Operating License No. NPF-43 for Fermi-2. The application proposed certain revisions to the TS which would revise Sections 6.2.2.f, 6.2.3.4, 6.5.1.2, 6.5.2.5, and 6.5.2.6 to allow scheduling of 8-or 12-hour shifts; to ensure that the recommendations of the Independent Safety Engineering Group ~(ISEG) are received by the Vice president of Nuclear Engineering and Services; to reflect the title change for the Superintendent-Maintenance and Modifications to Superintendent-Maintenance; to revise the Nuclear Safety Review Group (NSRG) meeting frequency requirements applicable for the initial year of operation; and to clarify quorum requirenents for the NSRG, respectively.
The proposed amendment also requested revision of TS Section 6.5.1.7. to c
L redefine those issues which require a written determination of whether an unreviewed safety question exists. This portion of the application will be l
evaluated under separate cover a^ - f1ture date.
2.0 EVALVATION The )roposed amendment consists of six changes to the Administrative Sect M L
of t1e facility TS.
l The first requested change to TS Section 6.2.2.f " Unit Staff," modifies the TS to allow flexibility to schedule either 8-or 12. hour shif ts. The licensee has previously experienced problems with shift turnover. As part of a larger

effort addressing these pro)1 ems, the licensee will decrease the number of shift l
turnovers per day by scheduling 12-hour shifts; 12-hour shif ts are currently L
in effect at other plants. Overtime restrictions and other specifications regarding the number of hours worked by licensed operators remain the same.
This change is acceptaMe.
The second requested change to TS Section 6.2.3.4, modifies the TS to allow theIndependentSafetyEngineeringGroup(ISEG)toreporttotheVice president of Niclear Engineering and Services instead of the Chainen of the Nuclear Safety Review Group (NSRG). This change is consistent with the 4

The third requested change to TS Section 6.5.1.2, changes the title of Surtrintendent Maintenance and Modifications to Superintendent.Paintenance.
This reflects a recent licensee organization change which resulted in renaming the Stperintendent Maintenance and Modific6tions to Superintendent Maintenance.
This change in title was nede in en reffort to elin;inate confusion resulting fron. the. existence of both a Superintendent of Modifications and a Superintendent of l' air.tt r ance and Modifications. All responsibilities of the Superintendent-l'tinttnance remain the same. This change is acceptable.
Ttt fourth requested change to TS Section 6.5.2.5, revises the roeeting frequency nquirtr.ents of the Nuclear Safety Review Group for the first year of cptration following initial fuel loading.
Section 6.5.2.5 currently requires that "the NSRG nut et leest once per calendar quarter during the initial year of unit operatior following fuel loading and at least once per 6 months thereaf tver."
l Since the licensee has completed its first year of operation, the phrases "at least once per calertar quarter during the initial year of unit operation following fuel loading and" and "thereaf ter" are no longer necessary.
Deletion of these phrases is acceptable.
The fifth proposed change to TS Section 6.5.2.6, clarifies NSRG quorum t e quirerntnis. Currently, the TS states that a quorum consists of "the Chairman or his designated alternate and at least one half of the remainino KSRC merabers including alternates." The licensee requests clarification of this rec,uirer.ent arid that the TS be revised to read "at least one-half of the l
rtrair>ir.g hSRG men.bers of whom twc may be alternates." Thie. change is decepteble.
The sixth requtsted change to TS Section 6.5.1.7, would revise the respoisibilities of the Onsite Review Orsanization (OSRO) regarding the list of iternt requiring OSR0 review. This portion of the application will be evaluated under separate cover.
