In accordance with the provisions of 10 CFR Parte 50.59 and 50.90 we are enclosing 40 copies of a requested expedited amendment to license DPR-33 to change the technical specifications of Browns Ferry Nuclear Plant unit 1, (Enclosure 1). These proposed specifications allow operation of unit 1 with increased core flow for the remainder of the current operating cycle.' A description of the changes and justification is enclosed (Enclosure 2). The justification includes a General Electric Company safety evaluation showing that Browns Ferry unit 1 can safely operate in a condition of increased core flow.

Browns Ferry unit 1 is currently coasting down in cycle No. 5, with shutdown for refueling now planned for April 15, 1983 These expedited requested specifications of increased core flow will allow unit 1 to operate at a greater power during coastdown than otherwise possible. As discussed with R. J. Clark of your staff, approval is requested as soon as possible.

ThesechangesarebeingheviewedbytheTVANuclearSafetyReviewBoard concurrent with this submittal.

In accordance with the requirements of 10 CFR Part 170.22, w'e have determined this proposed amendment to be Class III. This classification is based on the fact that the proposed amendment involves a single safety issue which does not involve a significant hazard consideration. The remittance for $4,000 is being wired to the NRC,-Attention: Licensing Fee Management Branch.
