1. TECHNICAL SPECIFICATION CHANGE REQUEST NO. 122 i The licensee requests the attached changed pages replace the following pages of the existing Technical Specifications:

Appendix A Add Section 6.8.1 Item j, Unit Shif t Manning Requirement Procedures Change Section 6.5.3.1, Items e and f II. REASON Fi!R CHANGE REQUEST Plant Staf f k'orking Hours The current Technical Specifications de not contain any guidance regarding plant staffing, or controls for preventing situations where fatigue could reduce the ability of operating personnel to keep the reactor in a safe condition. This change would add wording to assure that to the extent practicable, operating personnel are not assigned to duties while in a fatigued condition, and also to assure that procedures and documentation will be maintained accordingly.

Emergency Preparedness Programs Audits Safeguards Contingency Plans (Security Plans) Audits

The current Technical Specifications provide for Emergency Plan and Security Plan Audits every 24 months. The Tech Spec change would require audits every 12 months, as recommended by the Commission to coincide with the Code of Federal Regulations. (10 CFR 50.54(t) for Emergency Plans, and 10 CFR 73.40(d) for Security Plans).

III. SAFETY ANALYSIS JUSTIFYING CHANGE The changes described provide for clarity in the Plant Staffing requirements, and consistency of requirements in the Technical Specifications and Code of Federal Regulations for the Auditing of the Emergency and Security Plans. In this regard these changes are only administrative in nature and therefore:

(1) The probability or consequences of accidents previously evaluated have not increased.

' i (2) No accidents, other than those previously considered, will be introduced.

(3) No safety margins have been reduced.

IV. AMENDMENT CLASSIFICATION (10 CFR 170.22)

This change request is administrative in nature and has no Safety or Environmental significance. It is a change for clarify and made at the request of the Commission; therefore, no license fee is required to be remitted, per 10 CFR 170.2% Footnote 2.

V. IMPLCIENTATION We request that these changes be effective immediately upon approval.
