Dear Mr. Crow:

Exxon Nuclear Company, Inc. hereby requests that License No. SNM-1227 be amended to provide for a single hypalon lined lagoon as a contingency for storage of chemical process liquid wastes in the event that existing chemical process liquid waste lagoon storage capacity is exceeded.

This new lagoon will be converted to a double lined lagoon in 1983 as part of the liquid waste treatment and disposal project (Reference 1).

It has been the practice at the Exxon Nuclear Horn Rapids Plant to store all chemical process liquid wastes in nonoverflow storage lagoons.

It is planned te construct a single hypalon lined lagoon directly 1(seeFpure1).

It will be designed such that a second liner can be added later as a part of the liquid waste treat =ent project in 1983.

It will be placed into liquid waste storage service only if existing storage capacity is exceeded.

If it must be placed into service, the rest probable time is projected to be February or March 1983 due to the fact that the winter months are normally low evaporation, high precipitation months.

must be scheduled such that the lagoon is complete no later than October 1982.

The liner will be inspected for integrity during the installation process.

Three field seams will be required.

These are tested for seal with compressed air. These procedures have been used successfully for past lagoon liner installations and repairs, and are considered satis-factory. No liner has ever been found to le'ak at a seam.

Two monitoring wells (16 and 17) will be added prior to placing the lagoon into service (see Figure 1), and monitoring Well No. 10 will be removed from services as it will be underneath the new lagoon.. Existing monitoring Well No. 10 has never shown any elevation in chemical content from previous leakage.

It will be sealed by filling with concrete and capped by welding.

If the new lagoon must be placed into service, it will be removed from s'ervice at the earliest opportunity.

The earliest opportunity could be following an increase in evaporation rate in the spring of 1983 when additional space becomes available in the existing lagoon system.

If evaporation does not provide sufficient space, it will be emptied fc,llowing completion of the second lagoon installation during the sumuner of 1983.

If the single liner lagoon is placed into service, the most likelt active life span would be between three and six months.

In any event, it will be converted to a double lined lagoon in 1983 as part of the waste treatment project.

Enclosed is a check for $150 to cover the fee for a minor amend-ment.
