Licensing Activities a.

Analysis Evaluation and monitoring of licensing activities included rout.ine contact between the NRC and CEC 0's licensing staff, and audits, site visits, and conference' calls as required.

The licensee has a very strong overali management structure with well-defined responsibilities.

During ths review period, the lice.nsee has concentrated its licensing efforts on resolving open items in the SER and preparing for the Byron hearing.

Management's involvement in assuring quality technicai responses has been apparent throughout the review period. The licensee has demonstrated a clear understanding of the various technical issues which were addressed.

A technically sound and thorough approach to resolving technical issues from a safety standpoint was used in resolving open items in the Safety Evaluation e

Report. A well executed tracking system allowed CECO to maintain established sc'hedules for the Byron SER, SSER and FES.

. Changes to the FSAR initiated by CECO are not always well distinguished.

These changes should be delineated in a separate attachment or cover letter included with the amendment and proper color coded FSAR pages should always be used for these changes.

Staffing for both corporate and station organizations involved in licensing activities is strong. The staff positions are identified and authorities and responsibilities are well defined. Much effort and attention bas been given by CECO in the area of operator training.

CEC 0's substantial nuclear experience should serve them well in this area.

Conclusion The licensee is rated Category 1 in the arca of licensing activities.

Increased management attention to the details of the licensing activities has improved their r'esponsiveness to NRC initiatives.
