$400,000.00 Inspection of Activities at the Zimmer Nuclear Facility If you believe that the total ceiling price is inadequate for the purpose of this task order, you must so notify me within ten (10) business days after receipt. Said notification shall contain your estimate of the required total ceiling cost for the respective task. Within ten (1) business days after receipt of such notification, the Contracting Officer shall either ratify the total ceiling cost or adopt the pro-posed revised estimate or some combination of the two and revise or confirm the task order accordingly.

incecencent Insoection Activities 1.

Scope of Work Provide NRC Office of Inspection and Enforcement - Betnesda, assistance and services in independent construction inspection of activities at the Zimmer nuclear facility.

The inspection activities will be in the areas 'of welding, nondestructive examination, electrical construction, mechanical construction (including piping, supports, restraints, hangers and snubbers) and civil and structural construction.

Backarcund The NRC Regional Offices perform routine inspections at nuclear facilities in the construction chase to assess the safety in accordance with NF.C regulations.

As part cf this pregram, the NRC has established an IE team ir.specticn effort to examine the overall construction effort at selected construction sites.

The team inspection effort will consist of a group of eight to ten NRC inspectors clus four to six outside contract specialists.

It is anticipated this group will conduct on-site inspection efforts of four to eight weeks total at the Zimmer construction site.

In addition to the on-site effort, there will be some preparation time prior to the site visit and some report preparation time subseouent to the inspection effort.

The NRC will provide detailed work procedures for each type of contract specialist work to be performed.

The NRC will provice the necessary direction at the facility for the specialist activity, act as the coordinator with the licensee and contractor, revise the procedures and issue addenda as necessary and assume overall responsibility for the inspection activity.

The NRC will make necessary arrangements with the. licensee for a

security clearances and will issue the final report to the licensee.

Statement'of Work Supply any or all of the below listed personnel and services tc a nuclear facility located in the State of Ohio, to perform construction inspections as directed oy the NRC.

The details for the site inspection will be supplied approximately ten working days prior to commencement of the inspection.

a.

A specialist to evaluate welding and NDE services in the areas of MT, PT, UT, and RT.

b.

A specialist in the area of electrical construction cacable of evaluating work performance in the areas of cable pulling, conduit erection, cable tray erection ano electrical equipment installation and termination.

c.

A specialist in mechanical construction capable of evaluating work performance in the areas of piping installation and the assembly and installation of hangers, restraints, supports and snubbers for such piping systems, d.

A civil and structural specialist capable of evaluating work performance in the areas of concrete preparation, erection of forms, placement of concrete, repair of concrete, erection of steel and related activities.

e.

Provide IE with a copy of each individuals qualifications for evaluation and acceptance before commencing work.

4.

Reoort Reouirements The fc!!cwing reports are recuired:

Daily progress report of inscection findings.

Independent Nondestructive Examinations 2

1.

Scope of Work Provide NRC, Region I, assistance and services in indecendent nondestructive examinations at Zimmer Nuclear Power Plant, Columbus,

The examination recuirements include licuid peretrant,'

magnetic carticle, and radiography per reouirements of ASME BT,PV Code,Section III.

2.

Backcround The NRC Region I has purchased a van completely equipoed with X-ray film cassettes, penetrameters, lead shielding, isotope storage cabinet, and all items necessary to perform radiography.

The van contains two portable Sonic MK-2 Ultrasonic instruments ano necessary transducers cables, couplants and calibratier standards to perform ultrasonic examinations.

The var includes a prod method -

P90 Magnaflux macnine and two Y-5 and Y-6 yokes to per#orm T.agnetic particle examinations.

The van also inciuces tne necessary liquia penetrant materials and equipment to perform both visible solvent removable and fluorescent liquid penetrant examinations.

The van is outfitted with water storage, water heater, cooler and necessary hold tanks for the radiographic needs.

It is equipped with a 6.5W generator to operate all of the equipment, including necessary heating and cooling of the van.

As a part of the routine inspection program applied to nuclear power plants during construction, NRC Region I plans to use this NDE van to examine a sample of welds and base materials at the Zimmer site.

The NRC will provide detailed work procedures for each type of NDE described above.

The NRC will provide the necessary person (s) at the Zimmer site who will have the authority to direct the operations; contact the licensee, AE or contractor; revise the crocedures, and issue addenda as necessary and assume everall responsibility for the inscettion activity.

NRC will make the necessary arrangements for moving the van and NRC supolied equipment to Zimmer and the return back to Region I.

NRC will issue the final report to the licensee.

3.

Statement of Work Supply the following personnel and equipment at the Zir:ner site, Columbus.

Tentative plans to accomplish the planned inspection are during February 1983.

a.

Iridium 192 isotope source with camera.

The source should have an activity of approximately 100 curies.

b.

An individual who is qualified to transport and exoose the source.

This individual will be qualified to hanc process film and interpret the findings.

Qualifications should be to SNT-TC-1A, Level II.

c.

A secomd technician who must be qualified (SNT-TC-1A) Level II to set-up, examine and interpret the results for Tethods in liquid penetrant, magnetic particle, and visual examination.

Perform MT, PT, and visual examinations as directec by the fiRC

on welds, and base materials using the van, ecuirrent and procedures supplied by the NRC.

Preliminary results of the examination art to be supplied to the on-site NRC individual.

e.

Perform radiography, as directed by the NRC, on welds.

The source is to be provided by the contractor, who retains the responsibility for the safe application of the source.

Safe storage during non-use will be provided by the NRC.

Expose film, develop and interpret the results using the van and NRC supplied equipment, (except the isotope source).

f.

Provide NRC Region I with a copy of each individual's qualifications before commencing work.

g.

Provide the above listed oualified people and equipment at the Zimmer site to perform inspections daily for eight hours a day, any shift, for a period of four weeks, including one weekend.

4.

Report Reouirements The fcilowing reports are reouired:

a.

Daily progress report of inspection findings.

b.

A report containing final examination results for all reauested examinations shall be supplied before the technicians depart the site.

5.

Liability The contractor will make the necessary arrangements tc comply with licensee insurance and liability requirements for site access of his employees.

The contractor is responsible for compliance with local tax and employment regulations.

Indecendent Assessment Destructive Testino 1.

Scoce of Work E Provide NRC Office of Inspection and Enforcement, Bethesda with the expert services for selecting material samples such as piping, welds, concrete or electrical components, etc. for independent testing and verification of licensees commitments, specifications and/or code and standards requirements.

Evaluation of test results and/or test analysis.

2.

Backaround The NRC-IE Manual Chapter 1010 (copy enclosed) provides the detailed instructions for independent assessment destructive testing.

3.

Statement of Work Provide expert personnel at the Zimmer nuclear plant site to provide the following services associated with independent assessment destructive testing:

a.

Select for independent assessment destructive testing an undetermined number of material samples and components pertaining to safety related systems.

b.

Prepare "Recuest for Test or Analysis" report and discuss detailed testing or analysis requirements with the authorized testing laboratory manager, c.

Receive test results and/or test analysis reports f rom the testing laboratory.

Evaleate the report and ascer ain wnetner the test comply with licensees commitments and/or applicable codes and standards.

4 Report Reouirements The results of this sub-task shall be incorporated in the report of sub-task I.
