Dear Mr. Bimber:
In response to your letter of December 14,198?, the NRC staff has reviewed your coments about a potential propane leak from the Lake Underground Storage (LUS) facility to the Morton salt mine, and its effects on the safe operation of the Perry Nuclear Power Plant.
We are also forwarding your letter to the applicant (CEI) and requesting that they address those inconsistencies and inaccuracies you have clained, and that they correct and update the FSAR, as appropriate.
As was noted in the Perry FES however, on page 9-15, both the LUS facility as well as '.ne Morton mine are about 7 miles from the Perry plant and the staff concluded that, even in the event of a large underground propano-air explo-sion, '.his distance is adequate to preclude damage to the safety structures and s'jste"ts of the Perry plant. llence, we cannot agree with your character-ization that this represents an unresolved safety issue, since the consequences of stich an event will not affect the safety of the Perry plant, renardless of the probability of its occurrence.
We understand your concern with regard to workers in the Morton mine and other nearby persons who might be adversely affected if such an event occurred, but we believe it is beyond NRC's authority to suggest or require the actions or neasurenents you nention in your letter, when there is clearly no threat to the safe operation of the Perry plant.
