,O Section I is limited to the main processing area, com-y./
G3 prised of: (1) the main processing bay, (2) the pickle N_
liquor room, (3) the columns area (consisting of three floors and connecting hallways), (4) the roof area, (5) all associated structural steelwork, piping, and the interior side of the steel roof decking, (6) drain lines exiting the building, and (7) the conduit to the river.
Upon completion of the final survey for the above areas, administrative controls were put in place for the process areas.
These controls cer.cist of the following:
1.)
All access doors are kept locked and secured.
2.)
Access to the area, for any necessary facility maintenance work, is restricted to one interior main door.
3.)
The access door is provided with a " step-off" line with the associated protective measures including shoc covers, step-off pad, and posted regulations.
4.)
Any required air sampling devices are maintained and serviced on a routine basis by Health Physics personnel.

Access to the area, for other than Health Physics purposes, is by request and ap-proval of the Ilanager, Quality Assurance and Nuclear and Industrial Safety.
Section II will encompass the balance of the site, consisting of: (1) the intermediate areas, (2) the chemistry laboratory, (3) the support buildings (generator building, plant well pump house, lagoon processing building, warehouse, office trailers, and main office areas), (4) the land areas as defined in the Detailed Soil Decontamination Plan.
Similar administrative controls will be placed on access to the above-mentioned areas as required and to the extent necessary.
Summary:
UNC Recovery Systems has thoroughly decontaminated the areas comprising Section,I of the Final Survey Report and has performed the surveys necessary to verify the effective-ness of the methods involved.
Some areas required re-work and have been re-surveyed to assure complete decontamination.
The areas have been cleaned and the administrative controls delineated above have been instituted.

Conclusions:==
UNC Recovery Systems feels that the areas comprising Section I of the Final Survey Report have been decommissioned and that they meet the criteria for relcase for unrestricted use.
By this letter we are asking for a verification survey of Section I areas as soon as possible and upon verification, a
release of the areas involved.
If there are any questions concerning the enclosed Final Survey Report, wc will be pleased to discuss them with you at your convenience.
