We recently received several copies of the brief of Joint Intervenors, signed by Gary Groesch.
The brief is defective in several respects.
(1) There is no certificate of service as proof of the fact and date of service of the brief upon the other parties.
2.762 (d).
(2) The brief (especially pages 19-23) is largely illegible due to the poor quality of reproduction.
See 10 CFR S 2. 708 (b).
(3) The brief does not show the represen-tative capacity and address of Mr. Groesch.

(4) It is not clear whether any copies of the brief were served upon the Secretary of the Commission.

In order to facilitate our review function, however, we expect substantial compliance with our Ruleslof Practice, especially the submittal of a fully legible brief.- Joint Intervenors' brief fails to meet that minimal standard and, accordingly, we reject it.-

Joint Intervenors shall refile a clear, legible copy in compliance with the Rules of Practice identified above by February 4, 1983.1 They should submit one copy to the Secretary, U.S. Nuclear Regulatory Commission, Washington, D.C.
