~190I PHILA DELPHI A. PA.19101 JOHN S. KEMPER VICE PRESIDENT E NG4NE E RING AND RESE ARCH DEC171982 Mr. Ronald C. Haynes, Director United States Nuclear Regulatory Conaission Office of Inspection and Enforcement, Region I 631 Park Avenue King of Prussia, PA 19506

Subject:

US NRC IE Region I Letter, dated February 4,1982 RE: Site Inspection of December 1, 1981 - January 8, 1982 Inspection Report 50-352/81-17 and 353/81-15 Limerick Generating Station - Units 1 and 2

Reference:

Philadelphia Electric Company Letter to the NRC, Dated July 19, 1982 File: QUAL 1-2-2 (352/81-17 and 353/81-15)

Dear Mr. Haynes:

The corrective action forwarded in the referenced response noted that 100% of the Q-Listed pipe spools supplied by Texas Pipe would be inspected for minimum wall thickness violations. Initially, we had inspected a sample of 125 spools and found two minimum wall violations in addition to the on - identi'ted by the Resident Inspector. Therefore, we decided to perform the 100% inspection.

Of the approximately 1400 Q-Listed, Texas Pipe spools, 16 were not inspected because of inaccessibility. Another 60 spools were not inspected over their entire surface area because of small portions being inaccessible (i.. e . ,

portions under pipe clamps, through sleeves and penetrations).

About 98% of the Q-Listed pipe spols supplied by Texas Pipe were inspected.

Since the sample inspection of the 125 spools, only one other violation was found.

This violation, as well as the three above noted minimum wall violations are being tracked by Bechtel NCR's.

Because of the small number of violations found (only 1 found in the last 1150 spools inspected) we feel confident that the remaining 2% of uninspected pipe has the required wall thickness. Our calculations, based on MIL-STD-105, have determined that the Acceptable Quality Level (AQL) is significantly better than the generally used AQL of 0.65; in fact it meets an AQL of 0.10.
