Operating License No. DPR-73 Docket No. 50-320 Amendment 1 to Technical Specification Change Request No. 38 Enclosed are three signed originals (sixty conft*med copies sent separately) cf Amendment 1 to Technical Specification Change Request No. 38, which was originally submitted on August 25, 1982, via GPUNC letter 4400-82-L-0127, requesting amendment to Operating License No.

DPR-73.

This amendment is based on the discussions held with members of your staff on October 26, 1982, during which GPUNC was requested to supply additional support information and to perforrr. some modifications to the originally submitted program. These changes include:

1) Benthic Macroinvertebrates - additional statistical justifica-tion for reduced sample period and frequency.

2)

Ichthyoplankton

- additional discussion on the number of stations to be sampled.

3) Fish

- a.

additional statistical justi-fication for reduced sample period and frequency of electrofishing.

b.

additional discussion on sampling fish by seine.

This information is provided in the text (in italics) and appendix of the attached document entitled " Proposed Aquatic Monitoring Program". The proposed revision of the TMI-2 Environmental Technical Specifications, Appendix B, which will implement the proposed monitoring program, differs in some areas from that discussed with your staff cn October 26, 1982. However, GPUNC believes that the proposed program is more than adequate for monitoring the York Haven pond for any environmental impact due to operations at TMI-2.

It is our desire to commence this program on April 1, 1983. Therefore, your expeditious review and approval of this submittal is requested.

Also enclosed is one signed copy of Certificate of Service for proposed Technical Specification Change Request No. 38 to the chief executives of the township and county in which the facility is located.
