Tucson, Arizona 85721 As a result of the inspection conducted on December 13-15, 1982 and in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C), 47 FR 9987 (March 9,1982), the following violations were identified:

A.

10 CFR 20.201(b) requires the licensee to make surveys as "are reasonable under the circumstances to evaluate the extent of radiation hazards that nay be present."

Contrary to the above, irradiated samples are not routinely surveyed for non-penetrating radiation. As an example, on December 6,1982 a sample identified as IR-1027 sample 0002 and it's cadmium cover were irradiated but not surveyed for non-penetrating radiation. On that date the licensee surveyed the sample for penetrating radiation only and found a dose rate of "1 mr/hr" at one foot.

Eight days later on December 14, 1983 the inspector surveyed the cadmium cover and neasured a non-penetrating radiation dose rate of 420 nrad/hr at one inch.- The licensee was unaware of this non-penetrating dose rate.

This is a Severity IV Violation (Supplement IV).

B.

10 CFR 20.401(b) requires that "Each licensee shall maintain records in the same units used in this part, showing the results of surveys required by (20.201(b)...."

Contrary to the above, records of nonthly gamma radiation dose rate surveys for the period of February 1981 to November 1982 are maintain in units of counts per minutes (CPM).

This is a Severity Level V Violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, the University of Arizona at Tucson, Arizona is hereby required to submit to this office within thirty days of the date of this notice, a written statement or explanation in reply, including:

(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further items of noncompliance; and (3) the date when full compliance will be achieved.

Consideration nay be given to extending your response time for good cause shown.
