Dear Commissioner Palladino:

Enclosed is a White Paper, No. XiX, Our Marble Hill Problem, by Engineer Fred Hauck and me.

In this paper we develop and document the thesis that the Marble Hill nuclear power plant of Public Service Indiana now being constructed is not needed at all, and has become, because of a variety of ineptitudes a mutual problem of Public Service Indiana, the rate-payers of Indiana, the Public Service Commission of Indiana, and the NRC. '

We suggest what needs to be done immediately in order to resolve, as best possible, this mutual problem, and we propose a solution as a starting point for discussion.

In our opinion, this Marble Hill enterprise is a first-class scandal which as an example of inept management can achieve national prominence.

The enclosed White Paper has received distribution to the media and selected investment houses.
