Dear Mr. Keppler:

We enclose herewith three copies of our amended Regulatory Improvement Program which reflects accomplishments since October 26, 1982; items deferred or extended due to incompleteness and the inclusion of new items either sug-gested by your previous review or our own awareness of necessity. We believe this document expresses our current list of accomplishable goals, and these will be broadened, modified or deleted as our program progresses.

The Regulatory Improvement Program, while it has increased our administra-tive burden significantly, is not without merit. We are aware that simply delineating our goals, assigning responsibility and monitoring progress has produced a visible improvement in our regulatory posture.

I look forward to the time when we will work ourselves out of a fonnal program when good regu-latory compliance becomes a standard operating procedure.
