Dear Mr. Keppler:

On December 13, 1982, Detroit Edison's Mr. D. Ferencz, Acting Supervisor-Construction Quality Assurance, telephoned Mr. H. Wescott's office of NRC Region III to report on a potential problem with overpressurizing primary contairment pipe penetration bellows at the Fermi 2 site.

This report was made concerning possible damage to the Primary Containment pipe penetration bellows as a result of overpressurizaticn during preopera-tional testing. The volume between the inner and outer bellows of each pipe penetration was pressure tested at 56.5 PSIG according to an approved procc-duru. A review of the manufacturer's documentation (Tube Turns) revealed that the test pressure should not exceed 35 PSIG.

Detroit Edison Engineering is evaluating this nonconforming condition.
