We would appreciate your attention and consideration of the matter discussed in the enclosed reply to the Commonwealth of Pennsylvania's motion and the NRC Staff's Reply.
We find that the matter of integrity of Licensee's personnel is coming down, unfairly, on a few individuals.
We have used this vehicle of reply to the Cocmonwealth's and the Staff's filings with the Appeal Board to bring this matter to your attention in the event that our Dast comments have not provided sufficient emphasis and. clarity.
We find that the ma tter of integrity even pervaded the Licensee's participa tion in the restart hearings and that this matter alone constitutes sufficient evidence to deny res ta rt.
